Colin has been involved in compulsory purchase and compensation work throughout his career which began in the District Valuers in the 1970s, having reached ‘district valuer’ he joined Bruton Knowles in 1989 where he became an equity partner then moving to CBRE in London in 2006 being CPO/Compensation team leader till 2017. He retired from CBRE at the end of 2024 and now works part time as a consultant to Dalcour Maclaren and with Keith Murray Consultants.
His major infrastructure projects work started with the parts of the motorway network, then CTRL (HS1), followed by The Olympic Park, Heathrow Expansion and HS2. Multiple appearances as an expert witness at the Lands Tribunal, The High Court (UK and East Caribbean) and at CPO Inquiries. Frequent involvements with mediations and other alternative dispute resolution determinations.
Cases include Christos v Sec of State for Transport (HS1) 2004, Bocardo v Star Energy 2010, Welford v EDF 2005, AWE v National Grid 2013, Gladwell and Others v LDA 2014,
He was Chairman of the Compulsory Purchase Association in 2007/08, Honorary Secretary 2009/2013 and in 2014 was awarded Honorary Membership.
He has had longstanding involvement with the IRWA. attending and speaking at many of their annual conferences in the USA and Canada.
